Brian Horn: Oil & Gas Complaint Against Lincoln Advisor

A recent investor complaint against Hunt Valley, Maryland advisor Brian Horn (CRD# 2823904) details allegations regarding an oil and gas investment. Financial Industry Regulatory Authority records show that he is a representative of Heritage Financial Consultants, registered as a broker and an investment advisor with Lincoln Financial Advisors Corporation.

Mr. Horn’s BrokerCheck report discloses one investor complaint against him. Filed in March 2022, the complaint alleges that as a representative of Lincoln Financial Advisors Corporation, he recommended an unsuitable investment in oil and gas securities. The pending complaint alleges unspecified damages believed to be greater than $5,000.

FINRA rules mandate that stockbrokers like Mr. Horn must abide by a standard known as “suitability.” In short, the suitability standard requires brokers to “have a reasonable basis to believe a recommended transaction or investment strategy” is appropriate—or suitable—for the customer to which they recommend it. The broker arrives at this basis by conducting reasonable diligence into the customer’s “profile.” An investor’s profile is based through reasonable on factors including their age, financial needs, financial situation, tax status, risk tolerance, and more. According to the Financial Industry Regulatory Authority, Brian Horn holds 25 years of securities industry experience. Based in Hunt Valley, Maryland, he is a representative of Heritage Financial Consultants, which offers securities and advisory services through Lincoln Financial Advisors Corporation. He has been registered as a broker and an investment advisor with Lincoln Financial since 1996 and 1998, respectively. He was registered with the Lincoln National Life Insurance Company in Fort Wayne, Indiana from 1996 until 2006. His credentials include the passage of four securities industry qualifying examinations: the Investment Company Products/Variable Contracts Representative Examination, or Series 6; the General Securities Representative Examination, or Series 7; the Securities Industry Essentials Examination, or SIE; and the Uniform Combined State Law Examination, or Series 66.
