Amber Stoll: $2mm Complaint Against Cetera, Ex-Merrill Advisor

Overland Park, Kansas financial advisor Amber Stoll (CRD# 6937254) recently received an investor complaint alleging that his conduct resulted in seven-figure damages. Financial Industry Regulatory Authority records show that she is registered as a broker with Cetera Investment Services and an investment advisor with Cetera Investment Advisers.

Ms. Stoll’s BrokerCheck report discloses one investor complaint. Filed in July 2025, it alleges that as a representative Merrill Lynch, she failed to act in the customer’s best interest in connection with the liquidation of a pension plan in August 2021. The pending complaint alleges damages of $2 million.

Investors should be aware that financial advisors like Ms. Stoll are required by securities industry rules and regulations to recommend suitable investments. The suitability standard, as outlined by FINRA Rule 2111 and the SEC’s Regulation Best Interest, requires advisors to have a reasonable basis to believe that a recommendation is in a customer’s best interest. To ascertain a recommendation’s suitability, representatives must conduct reasonable diligence into an investor’s profile, which includes such factors as their age, financial situation, tax status, risk tolerance, and liquidity needs. Representatives who fail to act in their customer’s best interest may find themselves liable for damages or subject to disciplinary action.

According to the Financial Industry Regulatory Authority, Amber Stoll holds six years of securities industry experience. Based in Overland Park, Kansas, she has been registered as a broker with Cetera Investment Services and an investment advisor with Cetera Investment Advisers since June 2025. Her past registrations include Merrill Lynch and Edward Jones. her credentials include the passage of four securities industry qualifying exams: the Uniform Combined State Law Examination, or Series 66; the Securities Industry Essentials Examination, or SIE; the General Securities Representative Examination, or Series 7.
