Rancho Cucamonga, California financial advisor Chong Zhang (CRD# 6444001) recently received an investor complaint alleging that her conduct resulted in seven-figure damages. Financial Industry Regulatory Authority records show that she is registered as a broker and an investment advisor with Ameriprise Financial Services.
Ms. Zhang’s BrokerCheck report discloses one investor complaint. Filed in November 2025, it alleges that as a representative of Ameriprise Financial Services, she failed to protect the customers from a scam that liquidated their accounts. The pending complaint alleges damages of $2 million.
FINRA Rule 2010 requires that persons associated with FINRA “observe high standards of commercial honor and just and equitable principles of trade.” Many forms of unethical conduct, such as failure to follow a customer’s directions, constitute violations of FINRA Rule 2010, provided the activities occur “in the conduct of [the member’s] business.” FINRA Rule 2111, similarly, states that brokers must “have a reasonable basis to believe that a recommended transaction or investment strategy involving a security or securities is suitable for the customer, based on the information obtained through the reasonable diligence of the member or associated person to ascertain the customer’s investment profile.” More information on these rules is available via FINRA.
For reference, brokers can be held liable for damages that occur as a result of their negligence. This term refers to an advisor’s failure to uphold their duty of care to their clients. Broadly speaking, that failure takes the form of an advisor doing something that a reasonably prudent advisor would not do under the same circumstances, or not doing something that a reasonably prudent advisor would do. The recommendation of unsuitable investments, the failure to diversify a portfolio, a lack of adequate due diligence on an investment: all of these can be forms of negligence.

Based in Rancho Cucamonga, California, she has been registered as a broker and an investment advisor with Ameriprise Financial Services since 2024. She was previously registered with Edward Jones in Alta Lorna, California from 2015 until 2024. Her credentials include the passage of three securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Combined State Law Examination, or Series 66; and the General Securities Representative Examination, or Series 7.
