Former New York City financial advisor Joseph O’Shea (CRD# 2805483) was recently sanctioned and barred in connection with allegedly excessive trading. Financial Industry Regulatory Authority records show that he was most recently registered as a broker with Spartan Capital Securities.
A Letter of Acceptance, Waiver, and Consent (No. 2025084815601) describes FINRA’s disciplinary action against Mr. O’Shea. Signed in December 2025, it alleges that he declined to provide on-the-record testimony as requested by FINRA in connection with its investigation into “potential excessive trading in his Spartan customers’ accounts.” As the Letter notes, FINRA Rule 8210 empowers the agency to require persons under its jurisdiction to provide testimony with respect to matters under its investigation. The same rule forbids persons under its jurisdiction from failing to provide information or testimony requested under the auspices of the rule. FINRA also notes that violations of Rule 8210 are considered violations of Rule 2010, under which persons associated with FINRA member firms must “observe high standards of commercial honor and just and equitable principles of trade” while performing their business. Finding that Mr. O’Shea violated these rules, FINRA barred him from associating with any member firm in all capacities.
According to the Financial Industry Regulatory Authority, Joseph O’Shea holds 28 years of securities industry experience. Most recently based in New York City, he was last registered with Spartan Capital Securities from 2022 until 2025. His registration history includes Arete Wealth Management, National Securities Corporation, Ameriprise Financial Services, Pointe Capital, RM Stark & Company, Harrison Securities, Fordham Financial Management, Carnegie Investor Services, and Royce Investment Group. His credentials include the passage of four securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Combined State Law Examination, or Series 66; the Uniform Securities Agent State Law Examination, or Series 63; the General Securities Representative Examination, or Series 7.
