Bryan Clark: FINRA Bars Atascadero, California Financial Advisor

A disciplinary action taken by the Financial Industry Regulatory Authority against former Atascadero, California broker and investment advisor Bryan Clark (CRD# 2987321) barred him after finding he failed to appear for testimony connected with its investigation of allegations he engaged in private securities transactions. A former representative of Madison Avenue Securities, Clark was barred from acting as a broker or otherwise associating with a broker-dealer firm.

According to a Letter of Acceptance, Waiver and Consent (No. 2018059547901) dated August 2019, Bryan Clark was registered with Madison Avenue Securities from June 2015 until August 2018, when the firm terminated him over his alleged failure to notify it of a “disclosure event.” The firm later disclosed its internal review into his possible involvement in outside business activities and private securities transactions. FINRA’s findings state that after reviewing this disclosure, it initiated an investigation into whether Bryan Clark “willfully failed to disclose a bankruptcy, failed to disclose outside business activities and participated in private securities transactions.” In connection with these investigation, the regulator sent Clark a request on June 5, 2019 to appear and provide on-the-record testimony on June 17, informing him that if he failed to appear, that failure would violate FINRA Rule 8210, and could lead to sanctions. He indicated to FINRA on June 14, 2019 that he had received the request and would not appear for the requested testimony, according to FINRA, which sent a second request on June 19 for testimony on June 27. Clark notified FINRA staff on June 25, however, that he would not appear and provide the requested testimony. FINRA’s findings state that his refusal to appear and provide testimony constituted a violation of FINRA Rules 8210 and 2010. As a result of the foregoing alleged conduct, he was barred from association with any FINRA member in any capacity.

His employment history includes Madison Avenue Securities in Atascadero, California; LPL Financial in San Luis Obispo, California; Unionbanc Investment Services in Santa Maria, California; Wells Fargo Advisors in Santa Maria, California; Wamu Investments in Irvine, California; Spencer Edwards in Centennial, Colorado; Peregrine Financials & Securities in Chicago, Illinois; and Pruco Securities Corporation in Newark, New Jersey. He currently holds zero state licenses and has passed five securities industry qualification examinations.
