Costa Mesa, California financial advisor Elijah Goble (CRD# 6760147) recently received an investor complaint alleging that his conduct resulted in six-figure damages. Financial Industry Regulatory Authority records show that he is registered as a broker and an investment advisor with Citigroup Global Markets.
Mr. Goble’s BrokerCheck report discloses two investor complaints. The most recent, filed in October 2025, alleges that as a representative of Citigroup Global Markets, he improperly handled the customer’s account. The pending complaint alleges damages of $276,189.47.
While the disclosure provides no additional context or information regarding the underlying allegations behind Mr. Toerner’s termination from Fidelity Brokerage Services, several FINRA rules may be in play. FINRA Rule 2010, for example, requires associated persons to “observe high standards of commercial honor and just and equitable principles of trade” while conducting their business. FINRA Rule 2111, meanwhile, requires brokers to “have a reasonable basis to believe that a recommended transaction or investment strategy involving a security or securities is suitable for the customer, based on the information obtained through the reasonable diligence of the member or associated person to ascertain the customer’s investment profile.” More information on these rules is available via FINRA.
An earlier investor complaint, filed in 2022, alleged that as a Citigroup Global Markets representative, he recommended an “extremely risky investment” to a customer who “wanted his funds invested conservatively.” The complaint reached a settlement of $20,236.
According to the Financial Industry Regulatory Authority, Elijah Goble holds eight years of securities industry experience. Based in Costa Mesa, California, he has been registered as a broker and an investment advisor with Citigroup Global Markets since 2018. He was previously registered with Merrill Lynch in Irvine, California from 2017 until 2018. His credentials include the passage of three securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Combined State Law Examination, or Series 66; the General Securities Representative Examination, or Series 7.
