Harrison Chang: WIS Advisor’s Clients Are GWG Creditors

At least two current or former customers of Western International Securities advisor Harrison Chang (CRD# 4183646) are listed as creditors for investments in GWG L bonds, according to public records filed with a US bankruptcy court. These records describe investments totaling $350,000. Financial Industry Regulatory Authority records show that he is based in Pasadena, California.

GWG L bonds are life settlement-backed debentures issued by GWG Holdings, which reportedly raised more than $1 billion from investors before experiencing financial difficulties, suspending its offering, and later filing for bankruptcy while being investigated by securities regulators. Investors should be aware that FINRA requires brokers to ensure that their investment recommendations are suitable for their customers’ background and objectives. If your advisor failed to fully explain the risks associated with an investment in GWG L bonds, such as the possibility that you might lose your entire investment, they may be liable for damages.

According to the Financial Industry Regulatory Authority, Harrison Chang holds 17 years of securities industry experience. Based in Pasadena, California, he has been a broker and an investment advisor with Western International Securities since 2017. His past registrations include JP Morgan Securities (Irvine, California; 2016-2017), Merrill Lynch (Newport Beach, California; 2014-2016), Key West Investments (San Gabriel, California; 2011-2014), Citigroup Global Markets (Taipei; 2007-2008), Prudential Equity Group (New York, New York; 2004-2005), and Merrill Lynch (New York, New York; 2000-2004). His credentials include the passage of five securities industry qualifying exams: the National Commodity Futures Examination, or Series 3; the General Securities Representative Examination, or Series 7; the Securities Industry Essentials Examination, or SIE; the Uniform Combined State Law Examination, or Series 66; and the Uniform Securities Agent State Law Examination, or Series 63.
