Former Las Vegas, Nevada broker Judah Spinner (CRD# 7039921) was recently sanctioned and suspended in connection with alleged rule violations. Financial Industry Regulatory Authority records show that he was previously registered as a broker and an investment advisor with Primerica Financial Services.
A Letter of Acceptance, Waiver, and Consent (No. 2024081111101) describes FINRA’s disciplinary action against Mr. Spinner. Filed in May 2025, it states that he improperly participated in private securities transactions. The alleged transactions involved the solicitation of individuals to invest in an investment fund. More specifically, FINRA found that he “spoke with interested individuals about investing in the fund, answered inquiries concerning the fund from those individuals, and provided prospective investors with a private placement memorandum describing the fund.”
All told, according to FINRA, he engaged in 41 such transactions, involving 30 individuals who invested more than $1 million in total. He allegedly failed to provide his member firm, Primerica Financial Services, with prior written notice of the transactions. FINRA found that his conduct violated its rules, specifically FINRA Rules 3280 and 2010. As a result, it issued him a 12-month suspension from associating with any member firm in any capacity. It also ordered him to pay a fine of $10,000.
Mr. Spinner’s BrokerCheck report discloses his termination from Primerica. Filed in January 2024, it states that the firm fired him after it discovered that he “was listed as the founder of a company called Blackbird Financial on that company’s website,” an activity he had not disclosed to the firm.
According to the Financial Industry Regulatory Authority, Judah Spinner holds three years of securities industry experience. Most recently based in Las Vegas, Nevada, he was registered with PFS Investments, or Primerica Financial Services, from 2021 until 2024. He was previously registered with Northwestern Mutual Investment Services in Las Vegas in 2019. His credentials include the passage of three securities industry qualifying exams: the General Securities Representative Examination, or Series 7TO; the Securities Industry Essentials Examination, or SIE; and the General Securities Representative Examination, or Series 7. He is no longer licensed as a broker or as an investment advisor. (Information current as of May 12, 2025.)
