Leigh Allen: LPL Advisor Allegedly Made Unauthorized Sale

Battle Ground, Washington financial advisor Leigh Allen (CRD# 5711971) recently received an investor complaint alleging that he made an unauthorized trade. Financial Industry Regulatory Authority records show that she is registered as a broker and an investment advisor with LPL Financial, doing business as Excell Wealth Partners.

Ms. Allen’s BrokerCheck report discloses one investor complaint. Filed in August 2024, it alleges that as a representative of LPL Financial, she forged a signature and made an unauthorized sale involving a variable annuity. The pending complaint alleges unspecified damages.

For reference, the execution of unauthorized transactions may violate FINRA Rule 3260, which establishes specific conditions in which brokers like Ms. Allen may execute securities transactions without first consulting their client. Unauthorized trading may also violate FINRA Rule 2010, which stipulates that brokers must “observe high standards of commercial honor and just and equitable principles of trade.” Then there’s FINRA Rule 2020, which states that no broker may “effect any transaction in, or induce the purchase or sale of, any security by means of any manipulative, deceptive or other fraudulent device or contrivance.” Brokers who execute unauthorized trades may be held liable for damages and/or subject to disciplinary action.

According to the Financial Industry Regulatory Authority, Leigh Allen holds 15 years of securities industry experience. Based in Battle Ground, Washington, she has been registered as a broker and an investment advisor with LPL Financial since 2017, doing business as Excell Wealth Partners. She was previously registered with Wedbush Securities from 2009 until 2017. Her credentials include the passage of three securities industry qualifying exams: the General Securities Representative Examination, or Series 7; the Securities Industry Essentials Examination, or SIE; and the Uniform Combined State Law Examination, or Series 66. She is licensed in Arizona, Oregon, Tennessee, Texas, and Washington. (Information current as of November 11, 2024.)
