Maple Grove, Minnesota financial advisor NouaChi Vang (CRD# 5090132) recently received an investor complaint alleging that she misappropriated funds. Financial Industry Regulatory Authority records show that she is registered as a broker and an investment advisor with LPL Financial, doing business as NouaChi Vang Financial Services.
Ms. Vang’s BrokerCheck report discloses two investor complaints. The most recent, filed in The most recent, filed in November 2025, alleges that as a representative of Vanguard Marketing Corporation, she fraudulently misappropriated assets. The pending complaint alleges damages of $135,000.
An earlier investor complaint, filed in 2023, alleges that as a Vanguard representative, she did not follow instructions in connection with ETF investments. The complaint reached a settlement of $100,000.
Investors should be aware that the misappropriation of customer funds may be considered a violation of FINRA Rule 2150, which states that no FINRA-associated person “shall make improper use of a customer’s securities or funds.” It may also be considered a violation of FINRA Rule 2010, which stipulates that brokers like Mr. Vang must “observe high standards of commercial honor and just and equitable principles of trade” in the conduct of their business. Brokers who violate these rules may be held liable for damages.
According to the Financial Industry Regulatory Authority, NouaChi Vang holds 19 years of securities industry experience. Based in Maple Grove, Minnesota, she has been registered as a broker and an investment advisor with LPL Financial since 2024, doing business as NouaChi Vang Financial Services. Her past registrations include Kestra Investment Services, Vanguard Marketing Corporation, Advice and Planning Services, and TIAA-CREF Individual & Institutional Services. Her credentials include the passage of six securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Investment Adviser Law Examination, or Series 65; the Uniform Securities Agent State Law Examination, or Series 63; the General Securities Representative Examination, or Series 7; the Investment Company Products/Variable Contracts Representative Examination, or Series 6; and the Municipal Securities Representative Examination, or Series 52TO.
