Beverly Hills, California financial advisor Paolo Bicego (CRD# 5211610) recently received an investor complaint alleging that he made unauthorized trades. Financial Industry Regulatory Authority records show that he is registered as a broker and an investment advisor with Wells Fargo Clearing Services and Wells Fargo Advisors, respectively.
Mr. Bicego’s BrokerCheck report discloses two investor complaints. The most recent, filed in March 2026, alleges that as a representative of Wells Fargo Advisors, he made unauthorized trades involving “unsuitable and commission generating investments.” The pending complaint alleges unspecified damages.
An earlier investor complaint, filed in 2008, alleged that as a Wells Fargo representative, he invested in a fund that resulted in losses. The complaint alleged damages of $139,000 and was denied by the firm.
Various FINRA rules prohibit brokers like Mr. Bicego from trading in customer accounts without authorization. FINRA Rule 3260, for instance, outlines specific conditions under which brokers can execute discretionary trades; it also forbids discretionary trading without a customer’s prior written authorization and a firm’s written approval. FINRA Rule 2010, meanwhile, stipulates that FINRA-associated persons must “observe high standards of commercial honor and just and equitable principles of trade,” which generally means that they may not make unauthorized trades. Brokers who violate these rules may be held liable for damages.
According to the Financial Industry Regulatory Authority, Paolo Bicego holds 19 years of securities industry experience. Based in Beverly Hills, California, he has been registered as a broker and an investment advisor with Wells Fargo Clearing Services and Wells Fargo Advisors, respectively, since 2023. His past registrations include JP Morgan Securities and Wells Fargo Investments. His credentials include the passage of three securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Combined State Law Examination, or Series 66; and the General Securities Representative Examination, or Series 7.
