A recent investor complaint against Sherman Oaks, California financial advisor Rich Barber (CRD# 1298800) alleges that his conduct resulted in eight-figure damages. Financial Industry Regulatory Authority records show that he is registered as a broker with TechSpeed Securities and Glendale Securities, having previously been registered with Wilson-Davis Company.
Mr. Barber’s BrokerCheck report discloses one investor complaint. Filed in September 2025, it alleges that as a representative of Glendale Securities, he orchestrated a “long-running, ongoing securities fraud scheme” involving the sale of shares in corporate entities “by falsely claiming that these entities had developed industry-disrupting technologies.” The pending complaint, which concerns “numerous” defendants, alleges damages of $40 million.
Investors should be aware that industry rules and standard forbid advisors like Mr. Barber from misrepresenting material facts relating to the investments they recommend to their customers. FINRA Rule 2020 specifically stipulates that no broker shall “effect any transaction in, or induce the purchase or sale of, any security by means of any manipulative, deceptive or other fraudulent device or contrivance.” A material fact, for reference, is a piece of information that would pose a significant consideration to investors considering a product or strategy, such as the product’s liquidity or whether it protects the investor’s principal. Brokers who misrepresent investments may be liable in the event of losses and/or subject to disciplinary action.

Based in Sherman Oaks, California, he has been registered as a broker with TechSpeed Securities since 2025 and with Glendale Securities since 2024. His past registrations include Wilson-Davis & Company, Penson Financial Services, Computer Clearing Services, White Pacific Securities, Acument Securities, Capital Investment Exchange, BA Investment Services, and GKN Securities. His credentials include the passage of nine securities industry qualifying exams: the Uniform Securities Agent State Law Examination, or Series 63; the General Securities Representative Examination, or Series 7; the Investment Company Products/Variable Contracts Representative Examination, or Series 6; the Limited Representative-Equity Trader Exam, or Series 55; the General Securities Sales Supervisor Exam – Options Module & General Module, or Series 8; the Compliance Officer Examination, or Series 14; the Investment Company Products/Variable Contracts Principal Examination, or Series 26; and the Financial and Operations Principal Examination, or Series 27.
