Rikki Foster: $700K Complaint Against RegalStone Advisor

A recent investor complaint against Roseville, California financial advisor Rikki Foster (CRD# 6075051) alleges that his conduct resulted in six-figure damages. Financial Industry Regulatory Authority records show that he is registered as a broker and an investment advisor with Concorde Investment Services and Concorde Asset Management, respectively, doing business as RegalStone Wealth Management.

Mr. Foster’s BrokerCheck report discloses one investor complaint. Filed in September 2025, it alleges that as a representative of Concorde Investment Services, he breached his fiduciary duty, recommended an unsuitable investment, breached contract, and misrepresented material facts relating to an investment. The pending complaint alleges damages of $700,000.

For reference, FINRA Rule 2020 stipulates that financial advisors at FINRA member firms must not “effect any transaction in, or induce the purchase or sale of, any security by means of any manipulative, deceptive or other fraudulent device or contrivance.” What this means is that brokers are forbidden from making misrepresentations of material information—that is, information posing a significant consideration for investors weighing a particular investment product or strategy—related to their recommendations. Brokers who make misrepresentations may be held liable for damages in the event that an investment suffers losses, or they may even be held subject to disciplinary action by securities regulators.

RegalStone Wealth Management’s website includes a profile of Mr. Foster that describes his experience and services as the firm’s founder and president. As it explains, he works closely with his clients to develop personalize strategies and tailored plans. His clientele includes individuals, families, and businesses, and he brings a “transparent approach and commitment to building strong, trusting relationships with his clients.”

According to the Financial Industry Regulatory Authority, Rikki Foster holds 12 years of securities industry experience. Based in Roseville, California, he has been registered as a broker with Concorde Investment Services since 2019 and an investment advisor with Concorde Asset Management since 2023, doing business as RegalStone Wealth Management. His past registrations include Bangerter Financial Services, Berthel Fisher & Company, Hornor Townsend & Kent, Questar Capital Corporation, and Waddell & Reed. His credentials include the passage of three securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Combined State Law Examination, or Series 66; and the General Securities Representative Examination, or Series 7.
