Sandy Leff: Suitability Complaint Against Carter Terry Advisor

Atlanta, Georgia financial advisor Sandy Leff (CRD# 1796695) allegedly recommended unsuitable investments, according to recent investor complaints. Financial Industry Regulatory Authority records show that he is registered as a broker and an investment advisor with Carter Terry & Company.

Mr. Leff’s BrokerCheck report discloses two investor complaints. Both were filed in March 2026, and both allege that he recommended unsuitable over-the-counter equities. The pending complaints allege unspecified damages.

Investors should be aware of FINRA Rule 2111, which requires brokers to perform “reasonable diligence” on the investments they recommend to their clients in order to ensure that the products are suitable. Suitability refers to an investment’s appropriateness for the customer’s background and objectives: for instance, a risky and illiquid investment would likely be considered unsuitable for a client with conservative goal focused on preservation and growth. Brokers must ensure that the recommendation is at least suitable for some investors; that it is suitable for the customer to whom they are recommending it; and that, if they are recommending a series of transactions to a customer over whose account they have actual or de facto control, these transactions are suitable when taken together and when viewed in isolation. Brokers who recommend unsuitable investments may be held liable for damages in the event of losses.

According to the Financial Industry Regulatory Authority, Sandy Leff holds 38 years of securities industry experience. Based in Atlanta, Georgia, he has been registered as a broker and an investment advisor with Carter Terry & Company since 2016. His past registrations include Janney Montgomery Scott, Wachovia Securities, and Prudential Securities. His credentials include the passage of five securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Investment Adviser Law Examination, or Series 65; the Uniform Securities Agent State Law Examination, or Series 63; the National Commodity Futures Examination, or Series 3; and the General Securities Representative Examination, or Series 7.
