Shlomo Strugano: Ex-First Allied Broker Barred; Forgery Allegations

Shlomo Strugano (CRD# 3108780), a financial professional formerly based in Reseda, California, was recently barred by the Financial Industry Regulatory Authority over allegations he refused to testify during an investigation into whether he forged or falsified customer signatures. 

According to a Letter of Acceptance, Waiver and Consent (No. 2018060982602) dated January 2020, Shlomo Strugano was associated with First Allied Securities as a General Securities Representative from May 2015 until December 2018, when the form filed a disclosure that it was “investigating” whether he had “forged or falsified customer signatures and initials on account and transaction documents.” FINRA subsequently initiated an investigation into these allegations, in connection with which it sent him a request on October 29, 2019 “to appear for on-the-record testimony on November 21, 2019.” Strugano informed FINRA in an email on that same day that although he had received the request, he “would not appear and provide testimony at any time.” FINRA’s findings state that this refusal violated FINRA Rules 8210 and 2010. As a result of the foregoing alleged conduct, he was barred from associating with any FINRA member firm in any capacity. 

His BrokerCheck report lists one recent customer complaint against him. Filed in 2019, the complaint alleged that as a representative of First Allied Securities, he engaged in forgery and the omission of material facts regarding a variable annuity investment. The complaint reached a settlement of $51,000.

Shlomo Strugano is currently not registered as a broker or investment adviser. His previous registrations include First Allied Securities, Kovack Securities, Western International Securities, Essex National Securities, Citigroup Global Markets, Linsco/Private Ledger Corporation, WM Financial Services, Galleon Merchant Banking, LH Ross & Company, Discovery Capital Group, and WMA Securities. He has passed five securities industry qualifying examinations and his BrokerCheck report lists zero state securities licenses. (Information current as of May 14, 2020.)
