Tiffany Keigley: FINRA Bars Ex-Morgan Stanley Advisor

Former Tulsa, Oklahoma financial advisor Tiffany Keigley (CRD# 4507001) was recently sanctioned and barred in connection with alleged rule violations. Financial Industry Regulatory Authority records show that she was most recently registered as a broker with Morgan Stanley and that she has received one investor complaint.

A Letter of Acceptance, Waiver, and Consent (No. 204507001) details FINRA’s disciplinary action against Ms. Keigley. Filed in July 2025, it states that FINRA sent her a request for information and documents in connection with her November 2024 firing by Morgan Stanley for allegedly distributing funds from a client account for her benefit. “Although Keigley produced information and some documents in response to the request,” the Letter states, “she failed to produce other documents FINRA had requested.” Then she allegedly indicated to FINRA via email that she would not be producing the requested documents. Finding that her refusal constituted violations of FINRA Rules 8210 and 2010, FINRA barred her from associating with any member firm in any capacity.

Ms. Keigley’s BrokerCheck report discloses one investor complaint. Filed in 2024, it alleged that as a Morgan Stanley representative, she used a client’s account “to pay bills and to make various cash transfers” to or for her benefit, without the client’s permission, between 2018 and 2024. In March 2025 the complaint reached a settlement of $108,440.20.

A second disclosure on her BrokerCheck report concerns her termination from Morgan Stanley. Filed in 2024, it states that the firm fired her in connection with allegations “regarding the distribution of funds from a client’s account for the registered representative’s benefit.”

According to the Financial Industry Regulatory Authority, Tiffany Keigley holds 17 years of securities industry experience. Most recently based in Tulsa, Oklahoma, she was registered as a broker with Morgan Stanley from 2009 until 2024. She was previously registered with Citigroup Global Markets in Tulsa from 2007 until 2009. Her credentials include the passage of three securities industry qualifying exams: the Uniform Combined State Law Examination, or Series 66; the Securities Industry Essentials Examination, or SIE; and the General Securities Representative Examination, or Series 7.
