David Franklin: Integral Wealth Advisor Barred by FINRA

Former New York City financial advisor David Franklin (CRD# 5236215) was recently sanctioned and barred in connection with alleged rule violations. Financial Industry Regulatory Authority records show that he was most recently registered as a broker with Integral Wealth Securities.

A Letter of Acceptance, Waiver, and Consent (No. 2025086279401) describes FINRA’s disciplinary action against Mr. Franklin. Filed in October 2025, it describes findings that he refused to cooperate with a FINRA investigation into allegations that led to his firing from Integral Wealth Securities. According to the Letter, FINRA sent him requests for documents and information, and he responded via counsel that he would not comply with them. FINRA found that this refusal constituted violations of FINRA Rule 8210 and 2010. The former rule requires persons under FINRA’s jurisdiction to provide information requested as part of FINRA investigations; the latter requires such persons to “observe high standards of commercial honor and just and equitable principles of trade.” As a result of these findings, FINRA barred Mr. Franklin from associating with any member firm in any capacity.

A disclosure on Mr. Franklin’s BrokerCheck report discloses Filed in May 2025, it states that he was charged in the United States District Court for the District of Oregon with one felony count of conspiracy to commit money laundering; one felony count of conspiracy to commit healthcare fraud; and three felony counts of “illegal health care kickbacks.” The charges remain pending.

According to the Financial Industry Regulatory Authority, David Franklin holds eight years of securities industry experience. Previously based in New York, New York, he was last registered as a broker with Integral Wealth Securities from 2018 until 2025. His previous registrations include 1st Bridgehouse Securities and Toll Cross Securities USA. His credentials include the passage of seven securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the Uniform Securities Agent State Law Examination, or Series 63; the Investment Banking Registered Representative Examination, or Series 79TO; the Operations Professional Exam, or Series 99TO; the General Securities Representative Examination, or Series 7; the Canada Module of the General Securities Representative Examination, or Series 37; and the General Securities Principal Examination, or Series 24. He has been barred from associating with any member firm in any capacity. (Information current as of October 23, 2025.)
