Victor Rodriguez: Cetera Advisor Received Bond Complaints

A recent investor complaint against El Segundo, California financial advisor Victor Rodriguez (CRD# 2900010) alleged that his investment advice resulted in damages. Financial Industry Regulatory Authority records show that he is registered as a broker with Cetera Wealth Services and an investment advisor with Cetera Investment Advisers.

Mr. Rodriguez’s BrokerCheck report discloses three investor complaints. The most recent, filed in July 2026, alleged that as a representative of Edward Jones, he unsuitably recommended 20-year treasury bonds. The complaint reached a settlement of $20,134.42.

A second investor complaint, filed in January 2026, alleged that as a representative of Edward Jones, he placed a homeowners’ association client in an unsuitable 20-year bond investment despite his knowledge that the HOA had short-term liquidity needs. The complaint reached a settlement of $24,287.57.

A third investor complaint, filed in 2025, similarly alleged that as a representative of Edward Jones, he represented a 20-year treasury bond with a 4.61% interest rate as a “highly liquid investment with a good rate of return,” though the client learned after purchasing the bond “that the interest rate is 2.61 percent lower.” The complaint reached a settlement of $17,356.43.

Investors should be aware that FINRA Rule 2111 stipulates that advisors like Mr. Rodriguez must perform “reasonable diligence” to determine whether the investments they recommend to their customers are suitable for the customers’ profiles. Suitability describes a product or strategy’s appropriateness for the customer’s background and goals. For example, an illiquid or speculative investment would likely not be considered suitable for an investor with conservative investment goals like income preservation, growth, and liquidity. Brokers who recommend unsuitable investments or strategies may be held liable in the event of losses.

According to the Financial Industry Regulatory Authority, Victor Rodriguez holds nine years of securities industry experience. Based in El Segundo, California, he has been registered as a broker with Cetera Wealth Services and an investment advisor with Cetera Investment Advisers since 2026. His past registrations include Edward Jones, Merrill Lynch, UBS Financial Services, Citigroup Global Markets, MetLife Securities, and Metropolitan Life Insurance. His credentials include the passage of seven securities industry qualifying exams: the Securities Industry Essentials Examination, or SIE; the General Securities Representative Examination, or Series 7; the General Securities Representative Examination, or Series 7TO; the Investment Company Products/Variable Contracts Representative Examination, or Series 6; the Uniform Combined State Law Examination, or Series 66; the Uniform Investment Adviser Law Examination, or Series 65; and the Uniform Securities Agent State Law Examination, or Series 63.
