Matthew Bussard: FINRA Bars Ex-Pruco Broker

Matthew Bussard (CRD# 6803371), a financial professional formerly based in Warwick, Rhode Island, was recently barred by the Financial Industry Regulatory Authority in connection to allegations he failed to fully cooperate with an investigation into whether he falsified documents.

According to a Letter of Acceptance, Waiver and Consent (No. 2019063516001) dated December 2019, Matthew Bussard was associated with Pruco Securities as an Investment Company and Variable Contracts Products Representative from June 2017 until August 2017, when the form filed a Uniform Termination Notice for Securities Industry Registration disclosing that it had terminated his registration in connection to allegations he “submitted for processing multiple non-genuine client signatures on insurance documents.” After this disclosure, FINRA initiated an investigation into whether he submitted falsified documents to his member firm. In connection with this investigation, FINRA sent him a request to provide FINRA with on-the-record testimony on November 25, 2019, a request provided for by FINRA Rule 8210, which allows FINRA to require persons under its jurisdiction to testify regarding matters under its investigation. However, FINRA states, Bussard indicated in an email to FINRA several days after the request was sent that he had received the request but would not appear for on-the-record testimony “at any time.” FINRA found this refusal to constitute a violation of FINRA Rule 8210 as well as FINRA Rule 2010. As a result of the foregoing alleged conduct, Bussard was barred from associating with any FINRA member firm in any capacity.

Matthew Bussard is currently not registered as a broker. His previous registrations include Pruco Securities in Warwick, Rhode Island, with which he was associated from 2017 until 2019. He has passed three securities industry qualifying examinations—Uniform Securities Agent Law State Examination, or Series 63; Securities Industry Essentials Examination, or SIE; and Investment Company Products/Variable Contracts Representative Examination, or Series 6—and his BrokerCheck report lists no state securities licenses.
